Halle was crowned Miss Teen All American in 1985 and Miss Ohio USA in 1986, before finishing second in the Miss USA pageant the following year. Her interview received the highest score from the judges that year, indicating that she would have a career in which she could be heard.

The 42nd Miss USA pageant took place on February 19, 1993, at the Century II Convention Center in Wichita, Kansas, and was broadcast live on television.
